Former J&K Chief Minister Mehbooba Mufti visited one residence on Thursday (31 July 2025) 21 year old Gurjar youth Joe Shatawari was killed during a police shoot-out in Jammu and condemned his “cold blooded murder”.
“Mohammad Parvez was killed in a fake encounter to protect them. It is a state-proposed terror that is targeting the Gurjar-Bakerwal community. I demand a judicial inquiry from time to time to highlight the culprits and ensure justice,” said Ms. Mufti.

She warned that “such murders deepen isolation and destroy confidence in democratic institutions.”
On July 24, 2025, under the Satvari police station, the youth of Gujar were shot dead during a shoot-out in Chak. The family accused the police of staging the encounter.

Ms. Mufti said that despite high expectations, Chief Minister Omar Abdullah’s elected government has failed to stop the misuse of the population.
Ms. Mufti said, “Parvez is murdered with more than a dozen Gurjar-Bekarwal people in 2024-25 with more than a dozen Gurz-Baker people who died under suspicious circumstances.”
The former Chief Minister commented on other such matters: In February 2025, Gurjar Makhan Deen, a 25 -year -old Gurjar from Kathua Bhilawar, committed suicide after recording a video alleging torture by security forces. In March 2025, three Gurjar youth – Shokat Ahmed Bhajad, Riyaz Ahmed Bhajad, and Mukhtar Ahmed Avan – from Kulgam, who went missing on their way for a wedding, were found dead in the Veshava River, accusing families of torture mark against the claims of drowning. In April 2025, Altaf Hussain Lali, a Gurjar from Bandipora, branded an “overground worker” (OGW) for terrorists, who was killed in a staging encounter in his family claims. On May 4, 2025, Imtiaz Ahmed Magre, a 23 -year -old from Tangamarg, Kulgam, allegedly jumped into an army custody, jumped into the Vishav Nallah stream in Arabal Watu area of Kulgam, resulting in death as a result.
